When the building of he François Mitterand Library  started, the City of Paris stressed that the project would re-open the access to the Seine river (Seine-west bank project).

 The appearance and sociology of the XIIIe arrondissement, popular area, marqued by the traces of industry, were to change.
 A rotation had to be made, the main axis (North-South, Paris,suburbs) turning east, towards the library and the Charles de Gaulle bridge.

 I studied the situation of this urban area under this light.

 What does a " Great Project " produce on the neighbouring urban fabric.

 A few years later, The Tramway project will confirm this cut with the suburbs.

 The work is constituted of small ensembles describing different urban situations.
